Zephyr and Subs

Zephyr Teachout sent out a release citing FDR and his Rural Electrification program saying that she wants to update FDR's idea to make a rural broadband program, paid for by the federal  government.  “Every farm, home and business” would be connected to high-speed broadband.  

The US Navy that wants to build 12 new nuclear submarines that are expected to cost $1.85 billion each, mentioned in today’s New York Times from a planted scare tactic using stepped- up Russian sub deployments in the Arctic and Mediterranean to garner support. 

Which will a Republican Congress approve, subsidized broadband or submarines?
